Deliberate Distortions, Misconceptions, or both?

In the discordant noises around Finfinnee and the Oromo rights there, there are distortions that recur, often riding high on popular misconceptions about some basic facts regarding the city, the federal system, the constitution, etc. Below, I will raise some of them to aid clarity on the matter.


  • 1. Finfinnee is often portrayed, wrongly, as a Federal Territory. It is not. Finfinnee, as a capital city of the Federal Government (Art 49(1), is only the seat of the offices of the Federal Government. In other words, it is the site from which the federal government's and its officials operate from. It is an Oromo city in which the Head office, as it were, of the Federal Government is located. Incidentally, it is important to remember that there is no land constitutionally designated as a federal district or territory in the Ethiopian federation. Legally speaking, there is no territory that the Federal Government claims as "naturally" its own until it is so designated by law. This means the Federal Government does not own Finfinnee or any territory anywhere in Ethiopia except those that are legally transferred to it by law.

  • 2. Many people mistakenly think that the federal government can rightfully legislate for the city just because it is the seat of its government. This mistaken belief is the reason that the (arguably unconstitutional) Revised Family Code is imposed, by default, on Finfinnee and Dirree Dhawa (when it was realized, soon after it was passed in Parliament, that such a code cannot apply in the states because they are not subjected to the legislative jurisdiction of the federal government on family matters). This should make it clear to all that the Federal Government can not directly issue legislations for the city, as that task belongs to the city council (and the state the city belongs to, i.e, Oromia).

  • 3. Many people wrongly assume that Finfinnee is a (city) state. Yes, there was a time when it was a self-governing region in its own right (1991-1994). But after the country was constitutionally 'reorganized' (albeit fakely) as a federation in 1995, the city is not a self-standing state. It is an Oromo city that serves as the seat of the Federal as well as the Oromia Government. Constitutionally speaking, it is a city whose population is entitled to a measure of self-governance within the framework of its own city charter. Legally, its charter is subordinate to the constitutions of Ethiopia and Oromia.

  • 4. There are also people who mistakenly think that the working language of the city is (automatically) Amharic (because of the wrong assumption that it is a federal city). Such people go on to assert that making Afaan Oromoo the working language of the city violates the constitution. It is important to remember that the Federal constitution is silent about the language of the city. Given the city belongs to Oromia, the working language of wider Oromia is automatically or naturally the working language of the city because this is sanctioned by the Oromia Constitution. Under the Charter, be it out of ignorance or arrogance, only Amharic is made the working language of the city. This neglect of Afaan Oromo in the Charter and extraconstitutional singling out of Amharic as a working language in a state whose language is Afaan Oromoo is of course unconstitutional seen in the light of Oromia's constitution. It is this kind of unconstitutionality and illegal linguistic displacement that should be corrected through the so called "special interest" law and subsequent constitutional amendment.

  • 5. There are many, especially in the Ethiopian(ist) right, who maintain that the people of Finfinnee are denied representation in the House of Federation (HoF). This is based on the double misconception about the HoF and the "substance" of the inhabitants of Finfinnee. The first misconception confuses the HoF with the Senate. According to the Ethiopian constitution, the HoF is not a Senate. In fact, one can refer to it as the "upper house" only as a matter of speaking (or of habit) as it is anything but an upper house of a legislative body. Its raison d^etre is representation of "nations, nationalities, and peoples" in the interpretive task of adjudicating disputes over collective rights to self-determination (political, cultural, territorial, and economic). Finfinnee's inhabitants, being predominantly settlers that came from all corners of the country (and legally not constituting a "nation, nationality, and people" as per the definition of art 39(5)), have no ethno-national identity to be represented in the HoF (other than the ones represented by the politicians from their homelands).


Some of the above (and many other) distortions are caused by misunderstandings complemented by underdeveloped political culture that also doesn't comprehend federalism. (Some of it is already symptomatic of the weak legitimacy the federalism and the constitutional frame thereof.) A large part of it is however the result of deliberate distortion by a political prejudice clouded by moral blindness. Whatever the cause, it is not an excuse to rail against a people's God-given rights to their own city and their identity therein.

From Empire through Federalism to Empire: No, Thank you!

You know a system is in total decay when it yearns for the very system it demolished. You know the TPLF/EPRDF era, for whatever worth it was, is fast on the ebb when you see its architects desperately long for and seek to imitate the totalitarianism of the Derg. What a poor caricature of the Derg they have become. The very sight of some of the old figures at the core of the system signals total decay, if not the complete senility, of the system.

When you see the people who wrote the constitution wail and groan to renege on the promises of the constitution and to prevent the actualization of the federal system they imposed--if only because of the shake up by the Oromoprotests, later, OromoRevolution--you know that the system has come to its own; it has come back to the empire built on the back of, and against, the Oromo.


When you see elite TPLF/EPRDF cadres and their chosen scholars of power (who were themselves once junior TPLF cadres who couldn't find their way up in the ladder for personal reasons) have lost courage to even mention the self-determination clause of their much revered constitution and strain themselves to hide behind the notion of self-rule as a code word for self-determination; when they hardly recognize the central importance of democracy to any genuine federalism; then you know federalism is only a mask and a code word for empire.
In a recent posh conference organized by FBC and EBC on federalism and development, they go to great lengths to avoid even the word 'self-determination.' They repeat "self-rule" as if mere repetition would make it mean self-determination.

They stress Ethiopian unity and the identity thereof. They talk a lot about shatred values etc but not a single one of them cite what those shared values are. Instead, they blame the quest for freedom and justice on elite-led "local nationalism, chauvinism, lack of democratic nationalism, and corruption".

Above all, they seem to be exercised by the very presence (even the shadowy presence) of the Oromo. In a meeting forced upon them by the fear unleashed upon them by the #OromoRevolution, they avoid to mention the Oromo even when all they are talking about is the Oromo. Never mind the complete absence of Oromos on the panel. (True to history, the Oromo is a present absence!)
In a system that is terrified by democracy as its very undoing, they keep talking about 'democratic nationalism', 'democratic federalism', 'free market economy and property rights', the need for more mobility of 'labour and capital', etc. 'Who killed democracy' in the first place?
What federalism is there in the absence of democracy? What federalism are you talking about in a virtual apartheid state (that bettered South Africa's only by its atrocities)?

What freedom of market, what free private sphere, are we talking about, when even the public sphere is not free because of suppression of democracy?
Mobility of whose capital from where to where? Mobility of whose labour to where?

Why is this mobility always so asymmetrical? Why is it that labour moves always southward and capital northward?
What are these road infrastructures in the south other than what they are as "arteries of exploitation"?

Is there the requisite community, common unity, in the first place to allow a symmetrical and free flow of goods, capital, services, and labour? When has the southern citizen ever imagined the north as his own country? Has it not been only the north that has the unquenchable desire to go south and satisfy their fantasy of conquering the "virgin land" that the south represents?
So whose freedom of movement, whose free enterprise, whose property rights, are the concern here? The answer to all of these questions is obvious.

They talk about the problem of strong regions defying the federal government "in the last two years". Did they forget that the two largest regions in the country (leave alone the 4 peripheral regions who have always been under the unmitigated TPLF military rule) are under the Federal Military Rule sanctioned by a state of emergency and a Command Post routinely terrorizing the people into silence? Has there been any party other than EPRDF in any of the regions lately?
Again, what they are saying is their puppets in Oromia (OPDO) and Amhara (ANDM) regions could not anymore silence the angry mass as they have failed to control the increasingly ungovernable population. And yet all these decadent cadres come together to talk about lack of democratic nationalism, free market economy, regionalism, etc.

Shame on those who, having had the chance to transform an empire to a democracy via federalism, have completely squandered the opportunity and lost the way out of the quagmire as a consequence!
They talk about the imperative of building one "economic and political community" as they seek to suppress the linguistic nationalism of the Oromo and the wider South. What is the community of unspeaking bodies like? Unspeaking because of total suppression of freedom of expression. And unspeaking because of the monolingual state structure that regrets the very existence of languages other than Amharic? What is more self-evident than habesha supremacist conjectures in this? Who said unity can be built only if we all speak one language? Who said that, that one language should be the language of relatively smaller populations?
More alarming is that my former colleague Dr Assefa Fisseha's call for a NATO-like regional security alliance to suppress (Oromo) nationalism. As if supremacist doctrine at home haven't caused enough disaster, the Tigrean elite (that the likes of Dr Assefa, General Tsadqan, and General Abebe speak for), now presiding over the empire, want to reproduce themselves at the international level in the form of a regional/sub-regional security alliance to crush the Oromo resistance to hegemony and to permanently subordinate the latter geo-politically.

They are aiming at a perfect collusion between the national and international regime of terror (never mind they call it security) that conspires to destroy the Oromo. In this, they have only come to their own, to the square one of the colonial empire of the late 19thc that used the conspiracy of the national and the international to produce a subjugated sub-national subject.

The tragedy of all this is that even the intellectual class yearns for a supranational network of terror rather than imagining and working towards a network of alliance for democracy, social justice, and solidarity of the poor mass. Imagining a supranational network of democracy would have been a happy exit for TPLF, too. But now that they are at the helm of the imperial hierarchy, it is in their interest to retract the federal idea, downsize its ambitions for transformation of the polity, scale down on its emancipatory promises, and replace it with a transnational military/security architecture.

As the empire harks back to empire via federalism, the future is bleak for Ethiopianists as the Ethiopia yet to come is fast receding from the horizon. The future would be bleaker for the Oromo had it not been that the youth are facing this squarely in the face and facing upto it fearlessly to enact another future, a better future, a socially just and fair future, a future in which you democratize for and on behalf of the mass, or perish!
As the TPLF elite seek the rebirth of empire in the guise of (a fake federalism), we say "No, Thanks. You can go to your own hell by yourself. But enjoy the ride!" OromoRevolution

If the OPDO is working to change the order of the Oromo alphabet secretly, then it is probably jumping from the political cliff. (If what is being talked about is a method of teaching writing and reading skills, it is another matter, although even that is debatable among experts of language and pedagogy.)
The change of alphabets has a serious impact on the integrity of a particular language. To that extent, it leads to the violation of a community's right to language. As such, it can't be done without the participation of the entire population in the decision to change it.

Changing alphabets as a way of altering the integrity of language is a preeminently political act whose decision requires direct popular vote in a referendum. It is not something to be decided upon technically by a select few. It is not something to be decided on the basis of the whims and conjectures of a few politicians.

It is not even something to be decided through representatives in parliament (although the Parliament is at liberty to discuss, frame the agenda, debate, and resolve on the process and timeframe of the referendum).
This is because the right to language--apart from being the right of the individual to speak, to write, and to get social services in her/his language--is a collective right that is an aspect of (cultural) self-determination. It is no accident that the right to language (i.e., the right to speak, write, develop, and preserve one's language) is inscribed as part of the self-determination clause (Art 39(2)) in the FDRE Constitution (the constitution that never was).

This right to language includes the right to one's choice of script for one's language. The Latin script is the chosen script for Qubee Afaan Oromoo. The order of that script was not decided upon by the OPDO. The making of that choice antedates OPDO and/or its educational bureaucrats of today. That choice has never been questioned by any Oromo soul, past or present. No one ever saw it fit to rethink it thus far. That popular political decision can't be rethought in secret by a corp of experts even if there was a technical need for rethinking. They don't have the mandate nor the representation to do it. Only the people have mandate on such issues of crucial importance.

In multi-lingual societies, autonomy over decisions on language matters is of central significance as an aspect of linguistic justice (i.e., a just and fair distribution, among languages, of resources, power, and public spaces and amenities needed for the utilization, promotion, and development of languages).

This autonomy starts with the decision on scripts but it also includes the decision over the use of languages in the administration, in courts, in education, and in the media. It includes equality among languages in public spaces, institutions, and service-giving agencies. In particular, it is about equal and/or proportional distribution of financial resources for language education, language development in the media, in literature, and the wider cultural industry. In a genuinely multilingual polity, languages get recognized as co-equal working languages of the country's government thereby showing the deep diversity of voices, narratives, and writings that express and represent the peoples in the country.

The recent dabbling with the change of the alphabetical order of Qubee Afaan Oromo--if it is beyond methods of teaching--amounts to a tampering with the right of the Oromo people to theier choice of script. It is also tampering with the integrity of the language. As such, it should be denounced in the strongest of terms.
If this is, in deed, part of the bigger habesha supremacists' ploy to replace the Latin-Qubee script with the habesha/Geez script (as some of these thugs, aka homeless politicians, are dreaming of doing), they need to be told that they are not only playing an impossible game (a forbidden game, as it were) but they are playing with a dangerous political fire.
For whoever wants to do it should first go out to convince the people in a free and fair popular referendum. (No, it is not enough even to go to OPDO's Caffee! )

Anything less is an open declaration of war on the Oromo people, on their language, and on their identity. It shall only be met as such.
